Modem Healthcare Online (www.modernhealthcare.com) is monitoring state and national proposals to expand access to health-care benefits for the uninsured and underinsured. The most recent effort comes from California, where state Sen. Sheila Kuehl, a Democrat, reintroduced a single-payer plan that would create a state agency to pay for medical treatment for all Californians. Kuehl's plan is the seventh state proposal listed on the Modern Healthcare site and the second from California. Gov. Arnold Schwarzenegger offered his own universal coverage plan in January.
